Strengthening India’s Greenhouse Gas inventory Systems: Three-Day Workshop held at CSIR-IIP in Collaboration with MoEFCC

India, as a leading developing country, is actively contributing to global climate action by strengthening its national greenhouse gas (GHG) inventory systems and improving emissions accounting. It has recently submitted its first Biennial Transparency Report (BTR-1) to the United Nations Framework Convention on Climate Change (UNFCCC). Following this submission, a three-day knowledge sharing workshop on the National Greenhouse Gas Inventory was jointly organized by CSIR-Indian Institute of Petroleum (CSIR-IIP) and the Ministry of Environment, Forest and Climate Change (MoEFCC) at CSIR-IIP, Dehradun, from 20th to 22nd May 2026.

The workshop brought together experts from various organizations including CSIR-Central Institute of Mining and Fuel Research (CSIR-CIMFR), Central Mine Planning and Design Institute Limited (CMPDI), Confederation of Indian Industry (CII), IIT-Indian School of Mines (IIT-ISM, Dhanbad), National Institute of Advanced Studies (NIAS), Alliance for Energy Efficient Economy (AEEE) and Jadavpur University, to discuss greenhouse gas (GHG) accounting for the Energy and Industrial Processes and Product Use (IPPU) sectors.

The workshop was inaugurated by Dr Harender Singh Bisht, Director, CSIR-Indian Institute of Petroleum (IIP), who emphasized the importance of emission accounting and sustainable technologies for mitigation. Sessions were chaired by Mr Sharath Kumar Pallerla (Advisor, MoEFCC), Mr Ajay Raghava (Additional Director, MoEFCC), Prof Amit Garg (IIM Ahmedabad), and Dr Sunil Kumar Pathak (Chief Scientist, CSIR-IIP), highlighting the BTR and Enhanced TransparencyFramework for UNFCCC reporting and discussing key gaps and challenges in GHG inventory preparation.

The workshop featured technical and brainstorming sessions on preparing the Second Biennial Transparency Report (BTR-2) and developing country-specific emission factors for India. Discussions focused on emissions accounting for the Energy and IPPU sectors, including iron and steel, road transport, pipeline transportation, fugitive emissions, and process emissions from industries. Deliberations also covered the reporting of key categories and the role of ethanol blending in transportation fuels, and its projected contribution to reducing fuel imports, in line with the Government of India’s vision of Viksit Bharat by 2047.

The workshop concluded with deliberations on the timely submission of India’s BTR-2 by the end of 2026 and BTR-3 by 2028.

A newly constructed selfie point at CSIR-IIP was also inaugurated after the conclusion of the event.
