Funding the Transformation
PM Viksit Gram Swaraj Yojana has a total outlay of ₹7,395.55 crore. The Central Government will contribute ₹4,869.48 crore. State Governments will contribute ₹2,526.07 crore. The scheme period coincides with the Sixteenth Finance Commission period. The Commission has recommended approximately ₹4.35 lakh crore in grants for Rural Local Bodies during 2026-27 to 2030-31. This scheme will help Panchayats use these resources more effectively. It will connect national priorities, government schemes, available funds, and local aspirations.
Six Pillars of Grassroots Transformation
PM Viksit Gram Swaraj Yojana focuses on six holistic pillars that will strengthen identification of local constraints, improve local planning and governance capabilities, promote digital integration, and ensure transparent resource utilisation at the grassroots level.

1. Gram Panchayats as Hubs of Local Governance: PM Viksit Gram Swaraj Yojana places Gram Panchayats at the centre of local development planning. Panchayats will coordinate village priorities, government interventions, and available resources. This approach will connect national development goals with rural communities’ needs and aspirations.
2. Holistic Planning at Gram Panchayat Level: The scheme will bring Central and State departmental planning processes onto a common digital platform. This will support holistic Gram Panchayat Development Plans (GPDPs). The integrated approach will help departments identify gaps, align interventions, and use available resources effectively. Existing departmental arrangements for delivering individual schemes will continue.
3.Digital Governance: Building on eGramSwaraj and existing e-Panchayat systems, PM Viksit Gram Swaraj Yojana will consolidate information on a common digital platform. The platform will include government schemes, beneficiaries, benefits, community assets, and available resources. This will help Panchayats identify development gaps and improve planning, coordination, and monitoring. This platform will also help in knowledge sharing among Gram Panchayats of different States.
eGramSwaraj
eGramSwaraj, launched in 2020, is a work-based comprehensive application for Panchayati Raj Institutions (PRIs). It encompasses all aspects of Panchayat functioning, i.e., planning, budgeting, accounting, monitoring, asset management etc. on a single digital platform including online payments. eGramSwaraj has been integrated with various government digital platforms, including the Public Financial Management System (PFMS) for online payments and financial management, Government e-Marketplace (GeM) for procurement, BHASHINI for multilingual AI-enabled services, BSNL for BharatNet connectivity monitoring and the India Meteorological Department (IMD) for weather-related information.
4.Connecting National Priorities with Local Needs: The scheme will use existing training, digital, and outreach platforms to explain government initiatives in accessible language. Gram Sabhas and Panchayat forums will encourage informed community discussions, thereby, encouraging Jan Bhagidari. PANCHAM will support this effort through AI-enabled, multilingual, and two-way communication in 17 Indian languages. These platforms will help connect national priorities with local needs and village development goals.
PANCHAM – Panchayat Assistance and Messaging Chatbot
Launched in January 2026, PANCHAM is a WhatsApp-based tool for direct, timely, and two-way digital interaction with Panchayat Elected Representatives, officials, and citizens. PANCHAM enables easy access to scheme updates, training content, surveys and Panchayat service information, strengthening transparent and effective service delivery at the grassroots.
5.Capacity Building to put the Approach into Practice: PM Viksit Gram Swaraj Yojana will strengthen the capabilities of elected representatives and Panchayat functionaries. This will be conducted through Integrated Government Online Training and the National Academy for Capacity Building of Civil Services. Both specialized (for example, preparing engineering estimate) and general training would be imparted to local representatives. Capacity building will support the effective use of digital platforms, interpretation of scheme and resource information, holistic planning, and communication with citizens. These capabilities will help Panchayats translate local discussions into development plans and follow-up action.
6.Transparent and Efficient Utilization of Available Resources: The scheme will strengthen Panchayats’ capacity to utilise Finance Commission grants and other funds effectively. It will also support Own Source Revenue (OSR) mobilisation. Online accounting, auditing and public disclosure will improve financial accountability. These measures will promote transparent resource utilisation and support financially self-reliant Panchayats.
Turning the Vision into Measurable Outcomes
PM Viksit Gram Swaraj Yojana sets annual targets for planning, citizen awareness, capacity building and financial accountability:

- The scheme will support the preparation of more than2.55 lakh GPDPs annually on the eGramSwaraj Portal. These plans will integrate village priorities, Central and State departmental interventions, and available resources. Coordinated awareness campaigns will improve public understanding of government schemes and national initiatives.
- At least 1 crore citizens are targeted to be reached per awareness-generation episode. Digital platforms, outreach activities, Gram Sabhas and Panchayat forums will support citizen engagement. These awareness-generation episodes will aim to improve understanding of relevant Government schemes and national initiatives, encouraging informed discussion of their local implications.
- Around 32 lakh governance stakeholders will be supported annually. These include elected representatives, Panchayat functionaries and other stakeholders, who will receive capacity building and digital handholding. These interventions will strengthen planning, citizen communication, resource management and progress towards locally relevant Sustainable Development Goals (SDGs).
- The scheme will support at least 2.55 lakh online audit plans annually. Corresponding audits are expected to be completed on time through AuditOnline. Improved accounting and public disclosure will strengthen accountability for available funds.
AuditOnline
The AuditOnline application was launched in 2020 for carrying out online audits of Panchayati Raj accounts for further strengthening the financial management and transparency of the Panchayats. This application is configurable as per every States’ Audit Act/Rules.
How the Scheme Will Be Implemented
PM Viksit Gram Swaraj Yojana will operate through existing government institutions and systems. State Governments and Union Territory Administrations will submit Annual Action Plans. These will specify activities, priorities and requirements under the scheme. The designated Central Empowered Committee will appraise and approve these plans. The process will follow applicable procedures and norms. The Central Government and State/UT administrations will undertake activities within their respective responsibilities. Coordination will support implementation across administrative levels. Technical assistance, monitoring, and review will support implementation. Existing institutional, digital, capacity-building, and communication systems will facilitate grassroots delivery.

The scheme does not provide for the creation of permanent posts. However, it has a provision to engage contractual personnel based on need at the State, District and Block levels. These personnel will provide technical support and help achieve the scheme’s objectives.
Empowering Villages Through Stronger Local Governance
The Pradhan Mantri Viksit Gram Swaraj Yojana seeks to make rural governance more effective and accountable. It brings planning, digital systems, community participation, and financial management together. The scheme responds to the need for stronger grassroots institutions as rural development resources and national initiatives expand. It aims to make local governance more coordinated, transparent, and responsive to community priorities. This approach seeks to strengthen grassroots institutions as key drivers of inclusive rural development, contributing to the broader vision of Viksit Bharat.
