Giving fresh momentum to the holistic and rural development of Andhra Pradesh, Union Minister for Agriculture & Farmers’ Welfare and Rural Development, Shri Shivraj Singh Chouhan, presided over a significant event in Burripalem village, Guntur district, on Sunday. A major initiative involving the construction of 3 lakh permanent houses at a cost of ₹3,600 crore in the state was launched. In the distinguished presence of Andhra Pradesh Chief Minister Shri Nara Chandrababu Naidu, the Union Minister laid the foundation stone for a pilot project comprising 177 houses built using the country’s first 3D construction technology. Addressing a massive gathering, Shri Chouhan remarked that the ‘dynamic partnership’ between Prime Minister Shri Narendra Modi in Delhi and Chief Minister Chandrababu Naidu in Amaravati is driving ‘360-degree development’ to make the state the number one in the country.

A new milestone in rural development was achieved on Sunday in the historic village of Burripalem (Tenali Mandal) in Andhra Pradesh’s Guntur district. Union Minister Shri Shivraj Singh Chouhan and Andhra Pradesh Chief Minister Shri Nara Chandrababu Naidu jointly launched housing projects for 3 lakh permanent houses under the Pradhan Mantri Awas Yojana (Gramin 2.0). Additionally, a pilot project featuring the country’s first 3D-constructed houses—built at a cost of ₹14 crore—was inaugurated. The event was attended by Union Minister of State for Rural Development and Communications Dr. Pemmasani; Andhra Pradesh Ministers Mr. Nadendla Manohar (Civil Supplies), Mr. Kolusu Parthasarathy (Housing and Information), and Mr. Kandula Durgesh (Tourism); BJP State President Mr. PN Madhav; Mr. Lingamneni Ramesh; MLC Mr. Lapati Prasad; and School Secretary Mr. Bathu Tatya Babu; alongside senior officials from the Central and Andhra Pradesh governments and thousands of villagers, farmers, and women.

3 Lakh Houses Provided Instead of 76,000; “If 9 Lakh Are Requested, We Will Provide Those Too,” Says Minister
Union Minister Shivraj Singh Chouhan announced, “Officials from my ministry had informed me of a quota of only 76,000 houses for Andhra Pradesh. However, Chief Minister Chandrababu Naidu stated that he wanted to fulfill the dream of every poor person in his state and required more houses. With Prime Minister Modi’s blessings, we have handed over the first installment for 3 lakh permanent houses—not just 76,000—directly to Andhra.” He added, “Babu smiled and said, ‘The heart wants more’; we need another 6 lakh houses. I told him, ‘Babu, the entire Government of India is yours, and I am yours too. Complete these 3 lakh houses, and immediately afterward, another 3 lakh and then another 3 lakh houses will be sanctioned. Every single poor person in Andhra will get a permanent house.'”
3D Concrete Technology: Sturdy Houses to be Ready in 6 Months
Describing the 3D concrete printing project launching in Burripalem and Obulanaidupalem as a housing revolution for the country, he noted that this pilot project would result in significant savings in time, cost, and labor. Using machinery and advanced technology, these houses will be completed in just six months, boasting durability and longevity far superior to traditional homes.

PM Modi Grants Legal Status to Amaravati
Shri Chouhan stated that Prime Minister Narendra Modi secured the status of Andhra Pradesh’s sole permanent capital for Amaravati by passing legislation in Parliament and released special financial assistance of ₹15,000 crore. The lifeline project of Polavaram is now being completed at full speed with a 100% grant from the Central Government. Additionally, the Alluri Sitarama Raju International Airport will take the state’s connectivity to new heights.

‘Annadata Sukhi Bhava’ and the Mission for 60 Lakh ‘Lakhpati Didis’
Highlighting the empowerment of farmers and women, Union Minister Shri Chouhan noted that Chief Minister Naidu has supplemented the Central Government’s ₹6,000 PM-Kisan Samman Nidhi with ₹14,000 under the ‘Annadata Sukhi Bhava’ scheme, thereby providing farmers with historic annual financial assistance of ₹20,000. He stated that Andhra would be developed into the country’s largest horticulture hub for fruits, flowers, vegetables, and medicinal crops. Discussing self-help groups, he mentioned that 23 lakh women in the state have already become ‘Lakhpati Didis’ (women earning an annual income of over ₹1 lakh), a figure the NDA government aims to raise to 60 lakh. He announced that for the first time in the country’s history, the national ‘SARAS Mela’ is being organized outside Delhi—in Andhra Pradesh—on October 15, and it will be inaugurated by President Smt. Droupadi Murmu herself.
‘If I am MP’s Mama, then I am AP’s Mama too’: Greeting in Telugu
Upon taking the stage, Union Minister Shri Shivraj Singh Chouhan began his address in fluent Telugu, accompanied by chants of “Bharat Mata Ki Jai” and “Shri Venkateswara Bhagwan Ki Jai.” He described the land of Andhra as a confluence of knowledge, science, talent, and rich traditions. Paying obeisance to this sacred land—the home of Tenali Ram—he said, “The Telugu language is sweeter than honey, and today it is carving a unique identity for itself across India. If I am the ‘Mama’ (maternal uncle) of Madhya Pradesh, then I am the ‘Mama’ of Andhra Pradesh as well. For me, serving the people is akin to worshipping God. Witnessing the spirit, honesty, and passion of the people here, only one thought arises from the heart: ‘Truly, one longs to meet you all!'”

Appreciation for Dr. Pemmasani’s Simplicity and Chief Minister Naidu’s Vision
Union Minister Shivraj Singh expressed great delight upon visiting Burripalem, the ancestral village of his colleague, Union Minister of State Dr. Chandra Sekhar Pemmasani. He remarked with a touch of humor, “Initially, I wondered—since Chandra Sekhar ji is ‘America-returned’—whether he would grasp village life and rural development. However, I was amazed by his deep connection with the people, his spirit of service, and the clarity of his work. ‘Babu’ (Chandrababu Naidu) truly identifies talent, nurtures it, and brings it into the political arena for public service.” He described Chandrababu Naidu as the embodiment of dynamic, dedicated, and decisive leadership. It was Naidu who transformed Andhra into a global IT hub, and today, that same visionary approach is establishing Amaravati as a premier destination for AI, quantum technology, data centers, and advanced manufacturing.

Expressing his gratitude to Union Minister Shivraj Singh Chouhan, Chief Minister Shri Chandrababu Naidu stated that Shivraj ji is not only the beloved ‘Mama’ (maternal uncle) of Madhya Pradesh but also of the entire state of Andhra Pradesh. He said, “Shivraj ji is a mass leader who has set an unbeatable record in Madhya Pradesh through his good governance and dedication to service. Today, as soon as we raised the issue of providing permanent housing for the state’s poor, he won the hearts of the people of Andhra by instantly approving 3 lakh houses—far exceeding the initial proposal of 75,000. When I mentioned the NDA’s pledge to ensure a permanent roof over every head and noted our requirement for a total of 9 lakh houses, he promised in the public gathering that the Central Government would immediately sanction the remaining 6 lakh houses as soon as the first phase of work is completed.”

Chief Minister Mr. Naidu expressed confidence that, under the guidance of Prime Minister Narendra Modi and with the continuous support of Union Minister Shivraj Singh Chouhan, Andhra Pradesh will emerge as the country’s number-one state across all fronts—including infrastructure, agriculture, modern technology, and rural development.
