With the approval of the Union Cabinet, the Ministry of Cooperation has established national-level multi-state cooperative societies i.e National Cooperative Exports Limited (NCEL) and National Cooperative Organics Limited (NCOL) for export and promotion of organic products respectively. These societies are registered under the Multi-State Cooperative Societies (MSCS) Act, 2002. Cooperative societies at all levels- from PACS to Apex- are eligible to become their members.

i. National Cooperative Exports Limited (NCEL):- The objective of NCEL is to act as an umbrella organization for export of surplus goods/services produced by various cooperative societies across the country. NCEL has the mandate to carry out its activities through procurement, storage, processing, marketing, branding, labelling, packaging, certification, research and development and trading of all types of goods and services produced by cooperative societies.

ii. National Cooperative Organics Limited (NCOL):- The objective of NCOL is to act as an umbrella organization for aggregation, procurement, certification, testing, branding and marketing of organic products.

The Ministry of Cooperation has established Bharatiya Beej Sahkari Samiti Limited (BBSSL) as a national-level Multi-State Cooperative Society to undertake the production, procurement and distribution of quality seeds under the brand name “Bharat Beej” through the cooperative network. BBSSL is working with State Governments for the production and supply of seeds required by the States under various Government schemes such as NFSM, NMEO-OS, RKVY, etc. Under the “Bharat Beej” brand, BBSSL supplied 23,338 quintals of seeds during FY 2024–25 and 2,18,979 quintals (till date) during FY 2025–26 across various States.

BBSSL is also progressively working towards the conservation and promotion of traditional and indigenous seed systems in coordination with State Governments, conservation groups, and collaborations with specialized institutions. In this regard, BBSSL has entered into Memoranda of Understanding (MoUs) with International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), Indian Farm Forestry Development Cooperative Limited (IFFDC), Integrated Rural Development Foundation (IRDF) and Sri Sri Institute of Agricultural Sciences and Technology (SSIAST) for strengthening the conservation, regeneration and wider dissemination of indigenous and traditional seed varieties through the cooperative network.
